The proposed latrines should be placed near the water closets and washing places. If the Prisoners are allowed to go to the Privies in the Yards, 2 water closets will probably be sufficient - if not 3 will be required.

It is desirable that the apertures for the admission of fresh air and the exit of foul air should be so arranged as to create a general circulation throughout the whole interior more than is at present proposed.
Gaol B
The observations I have made will apply generally to Gaol B. I would however suggest that the latrines be made of tron bois and that the Prisoners have constant access to the Privies.
Gaol C - Approved to be of different construction to the others and to be divided into cells intended for solitary confinement which are stated to be not large enough for more than one or two Prisoners.
On this subject I shall offer some further observations and suggestions with respect to the proposed arrangements for Privies and washing places.
I should propose that Prisoners should have access to the Latrines in the Yards at certain times of the day and be furnished with a close stool in each cell for emergencies and with respect to washing, if each Officer...
